The story revolves around Bharat Lal (Pankaj Tripathi) a band master and how his life changed due to "Sarkari Kaagaz". He realised that his family members bribed an official to register him as dead for the greed of a piece of land that he owned. It takes18 years to prove himself being alive as per the government records.


Kaagaz is based on a true story of a common man named "LAL BIHARI" who lived in a small village of Uttar Pradesh.

About "LAL BIHARI"-

Bihari never pursued a formal education but became a master in weaving Banarasi sarees. His life turned upside down  at the age of 21, he applied for a loan to set up a loom workshop. The request for a loan was rejected citing the most unexpected reason that he was dead.

He further discovered the truth that his uncle with the help of the corrupt district administration had declared him dead and from there Lal Bihari’s 18-year struggle started to prove his existence. He wrote petitions at village-level administration and was put off numerous times but he didn’t give up.

Over the years Bihari tried to attract attention to his situation by various means. He organised his own funeral and demanded widow's compensation for his wife. In 1980 he added the word Mritak ('Dead') to his name and signed his letters "late Lal Bihari". He stood (unsuccessfully) for election against Rajiv Gandhi in 1989, to prove that he is alive.

After so many struggles, finally in 1994, Lal Bihari found a district official who willingly fixed the error in government records and made him ‘alive’ again. It was just like a rebirth, Bihari also got back his share of the ancestral land.

Overall, Kaagaz is an entertaining, funny as well as exhilarating must watch movie.
